जब 8 नवम्बर 2016 को प्रधानमंत्री श्री नरेंद्र मोदी ने 8:15 बजे नोटबंदी की घोषणा की तो सारे भारत में भूकंप सा आ गया। कुछ लोगों को लगा कि प्रधानमंत्री भारत व पाकिस्तान के कड़वे होते रिश्ते के बारे में बोलेंगे या शायद दोनों देशों के बीच में युद्ध का ऐलान ही ना कर दें। लेकिन यह घोषणा तो कुछ लोगों के लिए युद्ध के ऐलान से भी घातक सिद्ध हुई। उनकी रातों की नींद उड़ गई। कुछ लोग होशोहवास खोते हुए जेवेलर्स के पास दौड़े व् उलटे-सीधे दामों में सोना खरीदने लगे।
अगले दिन से ही बैंक व ए टी एम लोगों के स्थाई पते बन गए। लाइनें दिनों दिन भारत की बढ़ती हुई जनसंख्या को दिखानें लगीं। सरकार भी कभी लोगों को राहत देने के लिए व कभी काला धन जमा करने वालों के लिए नए नए कानून बनाती दिखी। कभी बैंक व ए टी एम से पैसे निकलवाने की सीमा घटाना व बढ़ाना व कभी पुराने रुपयों को जमा करवानें के बारे में नियम में सख्ती करना या ढील देना।
विपक्षी दल पूरी एकजुटका से सरकार के निर्णय को असफल व देश को पीछे ले जाने वाला सिद्ध करने में लग गए। उन्हें देख कर ऐसा लग रहा था मानों किसी ने उनकी दुखती रग पर हाथ रख दिया हो। लगभग पूरा विपक्ष सरकार के इस अन्याय के खिलाफ खड़ा हो गया। मोर्चे, प्रदर्शन, रोष प्रकट किये गए। अनेकता में एकता का भाव सार्थक हुआ।
दूसरी तरफ सरकार अपने इस निर्णय को सही साबित करने में लगी रही। कभी प्रधानमंत्री व उनकी टीम लोगों को इस नोटबंदी के फायदे गिनाने में लगे रहे व कभी पचास दिन का समय मांगते नजर आये। लोगों के अंदर भी बहुत भाईचारा देखने को मिला। अमीर दोस्तों को उनके गरीब नाकारा दोस्त याद आये। अमीर रिश्तेदारों को अपने गरीब रिश्तेदारों के महत्व का एहसास होने लगा। अमीर बेटे की गरीब माँ का बैंक अकॉउंट जो की पिता की मौत के बाद मर चुका था अचानक जिन्दा हो गया। ऐसा लगा मानों पूरी मानवता जिन्दा हो गई।

मीडिया वालों का भी बहुत शानदार रोल रहा। कुछ नोटबंदी पर सरकार के फैसलें के पक्ष में खड़े दिखाई दिए व् कुछ विपक्ष में। कुछ न्यूज़ चैनल्स को लोग लाइनों में मजे लेते दिखाई दिए दूसरी तरफ कुछ को मरते। कुछ चैनल्स के अनुसार लगभग सौ लोगों ने लाइनों में खड़े होकर अपनी जान गवाई।
परंतु प्रश्न यह है कि ये लोग कुछ वर्ष पहले सिलेंडर की सुबह 4 बजे से ही लगने वाली लाइनों से कैसे बचे या फिर जब फिल्म या मैच की टिकट के लिए खड़ा होना पड़ता है फिर कोई पहाड़ क्यों नहीं टूटता।
नोटबंदी की वजह से पुराने जमानें में सफल बार्टर पद्धति फिर से कारगर सिद्ध हुई। लोगों ने बिना पैसे के भी दिन गुजारने सीख लिए। सच कहूं हमें तो कोई समस्या का सामना नहीं करना पड़ा। बस थोड़ा एडजस्ट करना पड़ा। देश के लिए थोड़ी बहुत तकलीफ जरूरी भी है।
नए नए तरीकों का इज़ाद –
यहाँ कुछ लोगों की बुद्धिमत्ता देखने को मिली। उन्होंने अपने काले धन छिपाने के लिए नए नए तरीके अपनाये जैसे गरीब दोस्तों व् रिश्तेदारों के बैंक एकाउंट्स में पैसे डालना। मजदूरों को तीन सौ -चार सौ रुपयों में हायर करना। २० से ३० प्रतिशत के लालच पर पुराने नोटों के बदले नए नोट प्राप्त करना। कुछ बैंक व् डाक कर्मचारियों की अवैध सेवाएं लेना इत्यादि इत्यादि।
सरकार का दावा है कि लगभग चार सौ से साढ़े चार सौ रूपये का काला धन बैंक में अपनी जगह बनानें में कामयाब रहा। अब सरकार व् इनकम टैक्स वालों की ऐसे बैंक एकाउंट्स पर पूरी नजर है।
इस नोटबंदी की वजह से जैसे की कुछ अर्थशास्त्रियों और राष्ट्रीय व् अंतराष्ट्रीय अर्थ सम्बंधित संगठनों ने दावा भी किया है कि भारत की आर्थिक वृद्धि दर कुछ समय के लिए प्रभावित हो सकती है लेकिन इसके दूरगामी सकारात्मक परिणाम निकलेंगे। कुछ और जानकारों के अनुसार नोटबंदी की वजह से नकली नोट छापने का कारोबार ख़त्म गया जिसकी वजह से देश में से बहुत मात्रा में नकली नोट व् उनसे सम्बंधित अवैध कारोबार भी ख़त्म हो गए। कश्मीर शांत हो गया।
चाहे नोटबंदी के परिणाम जो भी हो एक बात स्पष्ट है कि नीयत ठीक थी।
